Hayat Brown’s P3 & Real Estate Advisory team worked in partnership with the City of Falls Church, VA to advise and manage a public-private partnership that would unlock value from city-owned land to fund critical education infrastructure and deliver transformative mixed-use development.

Falls Church’s goal was to employ the Virginia Public-Private Education Facilities  and Infrastructure Act (PPEA) to commercialize a City-owned, 10-acre parcel adjacent to its middle and high school education campus and a Virginia Tech/UVA satellite campus to offset the cost of constructing a new $120 million high school. The City aimed to execute the project under a long-term ground lease and address policy goals such as tax revenue generation, placemaking, and transit-oriented development.

The project sought to create a $350 million, 1.1 million GSF mixed-use development that will provide significant tax revenue to the City and an attractive, walkable gateway offering retail, hotel, civic music venue, parks and events for the community.

Hayat Brown’s P3 & Real Estate Advisory team embarked on an innovative partnership with the City of Pflugerville, Texas to advise and manage a public-private partnership that will redevelop city-owned land in the neighborhood of Six Square to incorporate the needs of the community, honor the area’s history with a multi-generational recreational center, and promote equitable redevelopment projects with mixed-use development.

The vision for Downtown East is shaped by years of public feedback from the Downtown Action Plan, resident surveys, Aspire 2040 Comprehensive Plan and in-person and online feedback from the two public meetings.

The 19 project goals established for Downtown East come together to support an economically and socially vibrant extension of Pflugerville’s downtown that includes the facilities needed to continue providing the high-quality services the community expects and deserves for generations to come.
